Did mortgage rates really hit a 'record low' 15 times this year?

The answer to this one is both 'yes' and 'no'... at the same time.

Say what?

Let me explain. Mortgage rates are tracked weekly by Freddie Mac through a survey of over 80 lenders across the country for the rates they are quoting to 'high-quality' borrowers. According to Freddie Mac, and their weekly survey, mortgage rates have indeed dropped to a new record low 15 times this year.

However, this survey can be somewhat misleading, since the rates may or may not require points to also be paid and are only a snapshot of a particular day and time. The survey doesn't factor in the individual pricing adjustments that apply to a mortgage rate based on credit score, down payment or other variables, and often by the time the survey is released rates have already moved at least slightly higher or lower.
